Design a Sparse Incident Index

Design a sparse secondary index for active operational exceptions.

Build an open-incident queue without scanning every device record. A sparse index should include only items that currently belong in the queue. If every device carries the index key, the index is no longer sparse and the queue grows with the whole table. A scheduled job scans 2.8 million devices to find open incidents. Only open incidents carry queue index keys, ordered by severity and open time.
