Use 5 Whys before blaming low HSA uptake on apathy

Apply 5 Whys to diagnose a weak enrollment outcome before selecting a corrective action.

Eligible employees are not selecting the HDHP with HSA at the expected rate, especially employees with dependents. 5 Whys: keep asking why until the cause is specific enough to act on. The common trap is stopping at "employees do not understand HSAs." That may be partly true, but it is too broad to design a targeted fix. Why 1 Why was uptake low?
