Span heuristic A span is too broad when the manager becomes the routine exception path, not merely when the count looks high. Count tells you scale. Exceptions tell you real load. Which layer should own the decision? If the decision should change weekly, the slow layer should usually not own it. The manager is overloaded, so the only answer is another manager.
