Rank policy work by risk, not noise

Noise is not risk. Rank the backlog by exposure. Establish the context Name the business objective, obligation, process, and audience affected by the policy. Without context, every request sounds urgent because there is no common yardstick. Identify and analyze the risk Translate the policy gap into a risk event. Instead of stale vendor policy, write vendors may process personal data without classification. Then estimate likelihood and impact using current evidence, not anxiety.
