Fix the handoff, not just the apology

Use a visible handoff to recover a service miss and protect reliability.

A held item is missing at pickup. What changes when the associate repairs reliability and responsiveness? Before: apology without ownership. After: owner, action, and time check are visible. Ownership is named. The customer knows who is checking, so they do not have to manage the store. Action is specific. The associate is checking the hold bin, not vaguely "looking into it."
