Freeze the right baseline, not the conversation
Use a configuration baseline to decide whether a ship change needs formal control before production acts.
The move: separate local problem-solving from uncontrolled configuration change. What a baseline does A baseline names the current approved version of the ship information. It lets the yard coordinate work across engineering, procurement, production, quality, class, and commissioning. Without it, teams can each be locally right and globally inconsistent.
