Block 320 is planned as a list of actions: cut, weld, inspect, paint, move, install. The list does not show whether all deliverables are owned once. A WBS should decompose 100% of the scope into deliverables, then attach activities, cost, schedule, and responsibility. The common trap is making the WBS a verb list.
