Anchor every skill to work evidence
Define a skill tag from observable job tasks, outputs, and evidence instead of from a broad topic label.
Start from the work, then name the skill. In a learning taxonomy, the tempting move is to start with labels people already recognize. That makes the first draft fast, but it creates hidden ambiguity. The safer move borrows from job analysis: identify important tasks, the capabilities required to perform them, and the evidence that shows the capability is present.
