Make a Top N Within Region View
Use a context filter so Tableau ranks inside the intended subset.
Rank customers within a region The mechanism is Tableau’s query pipeline. A normal dimension filter and a Top N dimension filter do not necessarily create the “within” relationship you intend. Adding the boundary field to context makes that subset happen earlier, so the Top N filter ranks inside it. The common beginner shortcut is to keep adding fields until the chart looks interesting.
