Turn feedback into a development hypothesis

Convert broad performance feedback into a concrete talent-development plan.

Feedback from two stakeholders says Noor "needs more leadership" in project meetings, but nobody can yet point to one clear behavior to practice. Translate the phrase into a behavior, a live rep, and a support loop. The common trap is to copy the vague feedback into the IDP and call it a plan.
