The move: sort the symptom by layer before choosing the owner. The OSI model gives a shared map for telecom troubleshooting. It prevents the common reflex of blaming the most visible system: the softphone, the carrier, the PBX, or the firewall. A voice call may fail because a handset has no power, a switch port is in the wrong VLAN, DNS points to the wrong SIP proxy, UDP media is blocked, TLS breaks registration, or the codec list has no overlap.
