Accessibility is structure, not a cleanup pass

The move: review accessibility through four design questions. POUR stands for perceivable, operable, understandable, and robust. It is a compact way to catch the accessibility issues that often hide inside normal UI decisions. Perceivable asks whether information can be sensed in more than one way. Operable asks whether controls can be reached and used without a mouse, with enough target size and focus visibility.
