Treat the first report as a case, not a rumor
Convert an initial whistleblowing report into a controlled case record without judging the allegation too early.
The move: receive before you react. A whistleblowing report is not a verdict, but it is also not casual feedback. The first handler creates the operating rhythm for the whole case. If the handler forwards the report broadly, asks managers to explain themselves, or starts hunting for the reporter, the organization loses trust before the facts are known. Use the ISO 37002 loop as a mental rail: receive, assess, address, close.
