Plan demand before you count seats

Separate business demand from headcount requests before building a plan.

Principle: Headcount is an answer; demand is the question. Headcount planning starts with demand, not with seats. Demand is the work the strategy actually requires: launch volume, customer coverage, compliance obligations, forecasted tickets, sales territories, implementation projects, or product bets. If you start with requested roles, you inherit every manager’s local pain and call it strategy. A demand-first plan asks what outcomes must be delivered, what workload those outcomes create, and which roles or skills are truly required.
