Tie the plan to attrition risk
Include likely losses and replacement timing in headcount and skills planning.
Principle: A workforce plan that ignores attrition is a snapshot pretending to be a forecast. Supply is not today’s org chart. Supply is the capacity and capability you can reasonably expect during the plan window. That includes vacancies, ramp time, internal moves, leaves, retirement risk, regrettable attrition risk, and productivity drag from onboarding. A plan that ignores likely losses produces false precision: the headcount total looks correct while the experience mix collapses. Add a simple risk layer to workforce planning.
