Schedule for fatigue risk, not just coverage
Identify fatigue-risk patterns in a shift schedule before publishing it.
Principle: A covered shift can still be a risky shift. A roster passes the first test when every required post is filled. It passes the stronger test when the pattern of work preserves enough alertness and recovery for safe performance. Fatigue risk comes from sequences: long hours, night work, short turnarounds, too many consecutive demanding shifts, and overtime that lands on people who are already stretched.
