Use overtime after exploiting capacity
Decide when overtime is justified after checking demand shaping, redeployment, and the true constraint.
The backlog is visible, but the constraint is the quality inspector. Blanket overtime creates activity around the constraint while fatigue rises. Targeted overtime only makes sense after the constraint has clean inputs and protected time.
