Governance By Exception
Convert a steering committee from passive status review into active exception governance.
The higher the forum, the less it should hear normal status. The Governance Filter Good governance separates information from intervention. A program has many valid reporting audiences: workstream standups, sponsor updates, PMO dashboards, risk reviews, and executive steering. The mistake is sending the same material upward with larger fonts. Senior forums should see what requires senior authority. Use four filters. First, decision: does this item require a choice that the program team cannot make alone? Second, tolerance: is cost, time, scope, risk, quality, or benefit outside the agreed threshold?
