Explain the difference between project delivery and program-level integration.
Program health is the health of the whole change system. Project View vs Program View A project view asks whether the team will deliver the agreed output within constraints. A program view asks whether the connected set of outputs will create the intended organizational outcome. Both views matter, but they are not interchangeable. The program manager must see the spaces between projects: shared milestones, handoffs, capability gaps, adoption readiness, policy changes, operational ownership, and benefit measurement.
