Progressive enhancement turns frontend failure from a dead end into a slower but usable path. Baseline means essential, not bare The baseline is the minimum reliable path for the user's main job. It might be a server-rendered page, a form submit, a real URL, or visible static content. It should not depend on the newest API, a successful hydration pass, or a perfectly loaded analytics/tag stack.
