Equity is the operating logic, not an appendix. Assessment Start by comparing burden, access, and root conditions across groups and places. Averages are useful for orientation, but management decisions need distribution: who is experiencing the problem, where the system is hardest to use, and what data is missing. Policy Development Turn the pattern into a plan that communities can inspect. Strong policy development names the tradeoff, the authority, the partner role, and the reason one population or place receives earlier attention.
