Plain Language Is a Service Control

Apply plain-language principles to reduce confusion in public-facing communication.

If people cannot understand the instruction, the service is not fully delivered. Audience Start with what the reader must do next, what they already know, and what decision they face. Structure Put action, deadline, consequence, help, and rights before background and legal detail. Test A notice works when a real user can act on it without calling for translation.
