Rewrite a Confusing Public Notice

A resident notice is legally accurate but impossible to act on. Use Federal Plain Language Guidelines as a visible reasoning path. Common trap: writing down everything that happened and calling it analysis. Chronology can feel complete while hiding the decision criteria, assumptions, and public promise that leaders actually need.
