Turn A QBR Into A PDCA Operating Loop

Redesign a partner QBR agenda around Plan-Do-Check-Act so it produces decisions and system improvements.

The partner QBR is thorough but not useful. It reviews metrics, celebrates wins, and reopens old complaints without changing the operating system.
