Requirements Are Decisions, Not Requests

Explain how to convert a stakeholder request into a requirement with value, boundary, and verification.

A request is raw material. A requirement is a decision. The difference matters because teams build from the requirement, not from the conversation that created it. IREB treats requirements engineering as a discipline for creating shared understanding. That means you do not just write down what a stakeholder said. You discover the need, document it in a usable form, validate that the right people understand it the same way, and manage changes as reality moves.
