The reframe: return-to-office is a work-design change, not a location slogan. The Real Reason Has to Be Specific ADKAR starts with Awareness because people rarely commit energy to a change they experience as arbitrary. In return-to-office, the weak move is to say collaboration, culture, or productivity without naming the actual work pattern that needs to improve. Those words are too broad to help someone choose a commute, reschedule childcare, or decide which tasks belong in the office.
