Lagging indicators tell you what already happened. Leading indicators tell you where the system is becoming fragile. ISO 39001 is useful for transport managers because it treats road safety as a managed system, not a poster campaign. A strong review looks at exposure first: miles, routes, vehicle type, driver hours, and operating conditions.
