Risk management is most useful before the room starts negotiating with pressure. ISO 31000 emphasizes criteria, communication, treatment, monitoring, and review because risk decisions degrade when people improvise under cost, schedule, or status pressure. A stop-work rule is a pre-commitment: it converts a known threshold into action before social pressure appears. The principle is not that every threshold is perfect.
