Draft a pod charter that defines outcome, membership, decision rights, and rituals.

The onboarding pod exists in name, but work still routes through the manager because ownership and rituals are undefined. A real pod charter defines outcome, capabilities, decision rights, interfaces, and rituals. The common trap is chartering the pod around a vague mission like 'improve onboarding' without the authority or cadence to act. Outcome Name one measurable customer or business outcome the pod owns for the next cycle. An outcome anchors prioritization and makes reviews about value, not activity.
