Engagement actions work when they change the motivational climate. Autonomy, competence, and relatedness are useful because they are close to how work feels from the inside. People ask: Do I have any real agency here? Am I getting better at something that matters? Do I belong with these people and this purpose? A tactic that does not touch one of those experiences may still be pleasant, but it is unlikely to create durable engagement.
