Housekeeping is not neatness. It is exposure removal. Housekeeping is often treated as appearance work. For slips, trips, and falls, it is control work. Every item in a walking path changes where feet can land. Every residue changes friction. Every delayed cleanup increases the number of people exposed before the hazard is corrected. The hierarchy of controls helps explain why housekeeping can be strong. Removing a cord from a walkway is elimination for that trip hazard.
