Write a present-level statement that connects student performance, disability impact, and instructional need
The present level is the plan's steering wheel, not its decoration. Start With Current Evidence Use numbers, conditions, and patterns. "Reads below grade level" is too broad. "Reads 72 correct words per minute on grade 4 passages across 3 probes" gives the team a starting point. Explain Access Impact Connect the disability to involvement and progress in the general curriculum. This keeps the IEP from becoming a list of disconnected supports. Name The Teachable Need End with the skill, strategy, or environmental condition the team can actually address. Goals and services should be traceable back to this sentence.
