Create a Sprint Goal by clustering candidate stories around one reviewable outcome.
Six stories are competing for one sprint. The team needs one outcome, not a politically balanced list. Cluster candidate stories by outcome, choose the highest-value feasible outcome, then select the smallest slice that proves it. The common shortcut is to take the top-ranked tickets until the points run out. That produces a full sprint board, but often not a coherent increment or a clear Sprint Goal.
