Start With the Decision, Not the Question
Define a survey objective as a decision, population, measure, and action threshold.
Use the decision-backward test before writing any item. First, name the decision: what will change if the data points one way rather than another? Second, name the population: whose answers are legitimate evidence for that decision? Third, name the measure: behavior, experience, attitude, preference, or demographic fact. Fourth, name the threshold: how much signal is enough to act. This turns questionnaire design from brainstorming into measurement design. It also protects respondents. If a question cannot be tied to the decision, it is probably curiosity, politics, or future-proofing disguised as research.
