Translate a vague data quality complaint into a managed quality dimension, rule, owner, and response.
A quality complaint is only useful after you name the dimension of quality that failed. Quality Has Dimensions Accuracy, completeness, consistency, timeliness, validity, uniqueness, and integrity are different failure modes. Treating them all as "bad data" creates vague work.
