Turn a Messy Commit Stack Into Atomic Commits

Split a mixed branch into atomic commits with Conventional Commit messages.

A branch has one commit named stuff that renames a helper, changes retry behavior, and adds tests. Reviewers cannot separate refactor risk from behavior risk.
