Use AHP for Hard Trade-offs
Use Analytic Hierarchy Process logic to derive weights from pairwise comparisons.
The board cannot directly weight impact, urgency, feasibility, and equity for three possible programs. A normal matrix is stalling because the percentages feel arbitrary. AHP: structure the goal, compare criteria pairwise, derive weights, score alternatives against criteria, then test sensitivity and consistency. The trap is treating the computed weights as objective truth. AHP structures judgment; it does not remove the need to inspect inconsistent or politically loaded comparisons.
