Use Data Contracts as Cleaning Boundaries

The cleaning target is not a pretty table. It is data fit for a specific use. The mechanism Validation frameworks such as Great Expectations turn assumptions into executable checks. Instead of relying on a person to remember that plan_price should be numeric, nonnegative, and present for active accounts, the expectation states it.
