SOC evidence is a scope instrument. It can reduce duplicate review, but only if the system description, period, control criteria, subservice carve-outs, and user-entity controls cover the service you are buying. The decision mechanism is coverage mapping: accept what is covered, ask for targeted evidence where it is not, and avoid pretending inherited assurance answers application-specific risk. In practice, the reviewer should write the dependency, evidence gap, risk treatment, accountable owner, and follow-up trigger in the decision record. That is what makes the decision inspectable after the meeting is over and prevents the team from confusing speed with unmanaged acceptance.
