Do Not Make PPE the Plan
Explain why PPE is a supporting layer rather than the primary control for most warehouse hazards.
If PPE is the only plan, the plan depends on perfect people. The reliability test NIOSH ranks controls by how much they reduce exposure without requiring constant human action. PPE can be necessary and valuable, but it usually works at the last moment: the glove between hand and sharp edge, the vest between body and visibility, the eyewear between eye and splash.
