Protect the must-haves in the capital plan
Classify capital-plan scope using Must, Should, Could, and Won't-have-this-time tradeoffs.
MoSCoW protects the minimum usable outcome. In utility capital work, Must means unsafe, noncompliant, or unusable without it. The contingency should usually come from Could and selected Should items, not from the core operating or compliance basis.
