Run a leak-reduction pilot as PDSA
Design a small PDSA cycle for a water utility improvement before scaling it systemwide.
The move: make the pilot a learning cycle with a prediction. The Deming PDSA cycle is Plan, Do, Study, Act. It is often misused as a loose checklist, but the power is in prediction. In the Plan step, say what you think will happen and why. In the Do step, run the test small enough that a wrong theory is useful rather than expensive. In the Study step, compare actual results to the prediction. In the Act step, decide whether to adapt, abandon, or scale. Plan Write the operational theory.
