RICE stands for Reach, Impact, Confidence, and Effort. Its mechanism is explicit tradeoff. Reach estimates how many users or accounts benefit. Impact estimates the size of the benefit. Confidence discounts weak evidence. Effort makes cost visible. RICE is not a magic formula; it is a structured conversation that prevents charisma from hiding assumptions.
