Draft an advisory note with facts, options, risks, and recommendation.

A leader needs advice from a messy people request before a leadership meeting. Use diagnose -> evidence -> options -> ownership to convert an HR request into a decision-quality advisory output. The common pitfall is confusing responsiveness with usefulness. A fast HR answer can make the manager feel served while leaving the root decision unexamined, the evidence thin, and the accountability quietly transferred to HR. Decision Name the decision the leader must make. The decision line prevents the note from becoming a summary with no owner. Facts List observable facts separately from interpretations.
