Design a customer match rule using blocking, evidence scoring, thresholds, and steward review.

The duplicate queue is noisy because customer matching relies on company-name similarity alone. Stable identity evidence should carry more weight than convenient text similarity. A high name-similarity score can still be wrong when companies share common words, regions, or service labels. Name similarity above 90 percent creates auto-merge candidates. Country and domain block comparisons; tax ID, registration number, address, domain, and name contribute weighted evidence; ambiguous pairs go to steward review.
