Rumor Before the Formal Briefing

Respond to employee rumors without climbing the Ladder of Inference.

Ladder of Inference matters in works-council practice because representatives work through timing, evidence, mandate, and trust at the same time. The concept is rumor verification. The mechanism is slowing inference: separate observed data from assumptions before acting: it turns a broad workplace concern into a step that management, employees, and representatives can inspect. Without that mechanism, the conversation easily becomes a performance of frustration: management repeats the proposal, employees hear only slogans, and the council loses the chance to influence the live decision.
