The subject line is the smallest BLUF you write. It tells a reader whether they need to decide, act, read, or ignore before they spend a second on the body. A strong subject line performs three jobs at once. First, it names the action: decide, approve, review, confirm, FYI. Second, it signals urgency with a real marker such as a date or customer event.
