Fix a Failed Try Step
Respond correctly when verification shows energy isolation has not worked.
The pallet wrapper moves during the try step after locks are applied. The team must treat the movement as failed isolation, not as a harmless twitch. Verification loop: stop exposure, diagnose the failed control, add the missing isolation or stored-energy control, then verify again. The dangerous shortcut is saying it only moved a little and starting work anyway. Small motion during verification proves the energy-control chain is incomplete.
